Federal and state law require health centers – like most employers – to offer their employees short-term unemployment benefits should employees be downsized or terminated. However, federal law also allows 501(c)(3) organizations to opt out of their state unemployment tax fund and manage in what can be a simpler, more cost-effective way. Yet most non-profit employers DO NOT opt out despite the benefits.
